Mombasa governor Hassan Joho's brother Abu Joho is a wanted man by police.
The tycoon is being pursued for allegedly sponsoring chaos.
According to Coast Regional Coordinator Nelson Marwa, Abu Joho has been planning the chaos witnessed in various areas in Mombasa through other people's phone number.
"He is not using his number. He uses youth's and pays them Sh1,000," Marwa said as quoted by the Star.
He said the government is tracking his mobile phone and monitoring his moves.
"They walk around with tinted cars changing them 10 times daily," Marwa said.
However, Abu has dismissed Marwa's words as nonsense.
"That is nonsense and cannot comment further," he said.
