Despite willingness of both Kisii and Nyamira Counties to hold people's assembly rally scheduled on Sunday, Raila Odinga changed his mind last minute over 'loyalty' issues.

Both Governor John Nyagarama (Nyamira) and James Ongwae (Kisii) have been accused of colluding with Jubilee to antagonise NASA.

And a senior ODM official who spoke in confidence said Raila cancelled the rally as a 'protest' to the two governors over loyalty.

"The rally was to go ahead as planned despite delay in passing of Peoples's Assembly bill. The idea was that the two counties are still our stronghold.

"However, he (Raila) was concerned with loyalty issues and he questioned commitment of the two bosses. Cancellation was part of his protest," he said.

For months now, the two assemblies, which enjoy NASA numerical strength, have maintained that they will pass the bill.

Practically, the Homa Bay rally was the last public function for the opposition coalition ahead of Tuesday's swearing-in.
