The delay in school capitation which is to be released just two weeks before closing of schools has made it difficult for the school heads to manage the institutions.
School capitation released in two phases accounts for 50 percent in the first term,30 percent in second and 20 percent in third term.
The delay forced head teachers to send students home for fees on several occasions to ensure that they get to pay full fees.
Kenya Secondary School Heads Association chairman Kahi Indimuli said on Sunday that school heads are finding it difficult to manage the schools as suppliers are on their necks.
"Schols are starting to close this week and we have to keep the students comfortable with no money. We are also supposed to pay support staff and board of management teachers yet we have no money," Mr Indimuli lamented.
Secondary schools are yet to receive Sh5 billion in less than two weeks to closing of schools. Primary schools are also yet to receive their funds as teachers union claimed that the government is using that money in election campaigns.
